It seems like the downloads go into some hibernation state and then wake up every few hours for that little progress, then go back to sleep. I have tried disabling firewall, but nothing seems to work. There doesn't seem to be anything wrong with my internet. Sometimes some downloads also progress to various percentages, then just sit there for hours without moving.
